J. Paulo Flores of Dallas is a licensed attorney and a mediator who provides the Texas Residential Construction Commission with his perspectives on consumer issues from his representation of homebuyers prior to his appointment to the commission. Born in San Luis Potosi, SLP, Mexico, he is fluent in both Spanish and Lithuanian. Chair Flores is an active member of the Dallas Bar Association, the Hispanic Bar Association and the State Bar of Texas. He is admitted to practice in the Northern and Eastern Districts of Texas. He also participates as an arbitrator on the American Arbitration Association's Construction Disputes Panel and in the American Bar Association's Forum on the Construction Industry. From 1996 to 2001, he served as Associate Municipal Judge for the City of Dallas. His first two years of undergraduate study were at the University of Hawaii at Manoa, where he was in the Selected Studies Honors Program. Chair Flores earned his B.A., majoring in psychology with a minor in government from the University of Texas at Austin in 1986. While at the university, he was a member of Phi Beta Kappa and Phi Kappa Phi. Chair Flores went on to earn his law degree from the University of Texas School of Law. Chair Flores is also a professional member of the American Institute of Architects. His other memberships include the Hispanic Contractors Association, Painting and Decorating Contractors of America and Hispanic Chamber of Commerce. His term expires February 1, 2011.

COMMISSIONER GLENDA MARIOTT (Vice Chair) - College Station, Texas

Glenda C. Mariott of College Station provides the Texas Residential Construction Commission with more than 12 years of experience working with homebuyers to ensure their satisfaction with their home construction. She is the owner of GCM Designs, L.L.C., a home building and remodeling company in College Station. Commissioner Mariott has extensive banking experience, having held the positions of Assistant Vice President, Bookkeeping and Customer Service, First City Bank of Bryan; Vice President, Operations, United Citizens Bank of College Station; and Supervisor, Motor Bank Facility, Bank of A&M of College Station. She earned her B.B.A. in Finance from Texas A&M University in 1979. Commissioner Mariott has been a guest lecturer for A&M's Department of Construction and was the Bryan/College Station Homebuilders Association Builder of the Year in 1996. She has the distinction of being the only woman ever elected president of the Association of Former Students, Texas A&M, whose membership is approximately 250,000 graduates. She has also held other leadership positions including Bryan/College Station Convention & Visitors Bureau, Vice President; Brazos County A&M Club, President; American Red Cross Board of Directors, and Bryan/College Station Homebuilders Association, President. In 1994, Commissioner Mariott received the Leadership Brazos Outstanding Alumni Award. Mariott was an inaugural commissioner and was reappointed to a second term by Gov. Rick Perry. Her term expires February 1, 2013.

COMMISSIONER LEWIS BROWN (Secretary) - Trinity, Texas
"Watching the Texas Residential Construction Commission's start-up inspired me to become involved. I want to contribute in any way that I can to help make sure homeowners and builders have a workable process through which they can resolve their differences."
Lewis Brown of Trinity provides nearly three decades of first hand inspection experience to the Texas Residential Construction Commission. He was appointed to the commission by Gov. Rick Perry in January 2005 to bring to the agency the professional perspectives of independent residential construction inspectors. Commissioner Brown founded Brown's Inspection Service, LLC in 1979, upon returning from Massachusetts to his native Texas. His firm specializes in code compliance inspections of one-and two-family dwellings. Working with him on a daily basis are his wife Mary
and their son and daughter, Derrick and Tori Brown. Commissioner Brown served for four years in the U.S. Air Force and did a tour of duty in Vietnam during the war. He studied at the Springfield Technical Community College in Springfield, Mass., and has completed numerous professional building and construction seminars. In 2000, he was Chairman of the Inspectors Council of the Greater Houston Builders Association. Commissioner Brown serves on the Advisory Board to the Construction Science Department of Prairie View A & M, and is involved in recruiting students for that course of study. His term expires February 1, 2011.

COMMISSIONER ART CUEVAS - Lubbock, Texas

Art Cuevas of Lubbock provides the Texas Residential Construction Commission with regional perspectives about the new home market as well as the importance of quality remodeling in all types of construction. Art Cuevas Construction originated in 1984 when another company folded, leaving him and his wife unemployed. With six years of experience in construction and 13 years in management, Commissioner Cuevas moved forward to what was most rewarding for him, the building of beautiful products from wood, plaster, nails and cement. In later years, he added commercial and industrial construction to his professional portfolio. Commissioner Cuevas has been active in all areas of the community, serving on the Plumbing Board of the City of Lubbock, Lubbock Chamber of Commerce, Community Housing Board, Texas Private Industry Council, Texas State Board of Plumbing Examiners, and numerous leadership positions with the National Homebuilders Association at the state, regional and local levels. Commissioner Cuevas' many awards include Small Business Man of the Year, U.S. Department of Agriculture in 2000; Small Businessman of the Year, Reese Air Force Base and Frito Lay Minority Business Regional Award in 1994; Texas Builder of the Year, and Texas Association of Realtors Pinnacle Award in 1993; and Small Businessman of the Year, U.S. Small Business Administration, Lubbock in 1992. His term expires February 1, 2011.

COMMISSIONER KENNETH DAVIS, P.E. - Weatherford, Texas

Kenneth L. Davis of Weatherford provides the Texas Residential Construction Commission decades of engineering expertise and experience in development, infrastructure, water resources and structural and construction management. Commissioner Davis is a Senior Consultant with Carter & Burgess, Inc. Previously, he was vice president of the Fort Worth Office of Pate Engineers. From 1998 to 2002, as vice president of land development of Hillwood Development Corp., Davis bridged the gap between owner and engineer for a 20,000-acre development that hosts a 9,600-acre business center, 2,500-acre master planned community and a 2,300-acre single-family development. For four years, from 1994 to 1998, Commissioner Davis was Associate Principal and Fort Worth Land Development Group Manager for Carter & Burgess, Inc. In addition, he brings municipal experience to the commission from his work as an Assistant City Engineer for the City of Hobbs, N.M. from 1984 to 1986. Commissioner Davis earned a B.S. in Civil Engineering from Texas Tech University in 1981, with concentrations in Structures, Geotechnical Engineering and Water Resources. He ranked first in his class, graduated summa cum laude and was named Outstanding Engineering Student by the Texas Tech Parents Association. Commissioner Davis is a licensed professional engineer in Texas and New Mexico. A former member of the Trinity Christian Academy Board, he currently serves his church as Elder and enjoys spending time with his wife and their child. His term expires February 1, 2009.

COMMISSIONER GERARDO "JERRY" GARCIA – Corpus Christi, Texas

With more than twenty-three years experience as a homebuilder and real estate developer in Corpus Christi, Jerry Garcia provides the Texas Residential Construction Commission a wealth of experience in issues related to the residential construction industry. Commissioner Garcia’s interests and experience extend well beyond his personal role as homebuilder and developer. He served as a city councilman in Corpus Christi from 2005 through 2007. As a councilman, Garcia used his business expertise to improve the economic climate and spearhead infrastructure improvements throughout Corpus Christi and Padre Island. He has served his community and state on numerous boards and commissions, including as a commissioner for the Commission on State Emergency Communications. Commissioner Garcia is a past president of the Corpus Christi Builders Association, a Life Director for the Texas Association of Builders and a Director for the National Association of Homebuilders. His wife Heather and daughters Allison and Meredith, along with her husband Kally, are Commissioner Garcia’s pride and joy. He is a member St. Paul's Catholic Church and until recently taught bible class to high school students. Born and raised in Falfurrias, Texas, Commissioner Garcia’s personal and business life embody the small town ideals he values most. His term expires February, 1, 2013.

COMMISSIONER JOHN KRUGH - Houston, Texas

John R. Krugh of Houston provides to the Texas Residential Construction Commission two decades of experience and understanding of legal matters involving real estate contracts, insurance and employment. In his private-sector position as Senior Vice President, Corporate Counsel of Perry Homes, Commissioner Krugh serves as legal counsel for the company's business matters and is responsible for title company operations, serving as a liaison with mortgage operations and developing company policies, procedures, contracts and development agreements. Prior to joining Perry Homes in 1988, Commissioner Krugh earned his Doctor of Jurisprudence, cum laude, from South Texas College of Law in 1981 and a B.A. in Criminal Justice from the University of South Florida in 1976. He is a member of the Texas Association of Builders and the Greater Houston Builders Association. Active in his church, Commissioner Krugh serves on the Board of St. Thomas Episcopal School. His personal time is committed to his wife and children. His term expires February 1, 2009.

COMMISSIONER STEVEN R. LEIPSNER - Lakeway, Texas

Steven R. Leipsner of Lakeway brings more than four decades of experience in service-related industries to the Texas Residential Construction Commission. He was appointed as a public member to the commission by Gov. Rick Perry in February 2008. Commissioner Leipsner’s career highlights include serving more than ten years as Executive Vice President of the Marriott Corporation. In that role, Commissioner Leipsner oversaw the company’s restaurant divisions, which at the time generated more than $1 billion dollars in annual revenue. In addition, he served as Chairman, President and CEO of Steak & Ale Corp.
Commissioner Leipsner served our country in the U.S. Marine Corps. He holds a degree in Hotel Management from City Tech, New York City, N.Y. and an honorary doctoral degree from Johnson & Wales University in Providence, Rhode Island, where he also served on the Board of Trustees. In addition, he served on the Membership Committee of the National Restaurant Association.
Commissioner Leipsner’s term on the Texas Residential Construction Commission will expire on February 1, 2009.

COMMISSIONER MICKEY REDWINE - Ben Wheeler, Texas

Mickey Redwine of Ben Wheeler, Texas, provides the Texas Residential Construction Commission with the perspectives of a successful businessman who has managed engineering and commercial telecommunications construction projects both nationally and internationally. As President of Dynamic Cable Construction Company, L.P., Commissioner Redwine works with telecommunications carriers to install cable via underground construction. Commissioner Redwine is a native of Odessa, Texas, and a graduate of the Kilgore Police Academy and is fully certified as a law enforcement officer. Commissioner Redwine also serves as a public member of the Board of Directors of the Texas State Bar Board of Directors. He was recommended for that position by Gov. Perry and was approved by the Texas Supreme Court. Redwine was an inaugural commissioner and was reappointed to a second term by Gov. Rick Perry. His term expires February 1, 2013.
